Chrome: Fix Flash Player “Couldn’t Load Plugin” Error

Some Google Chrome users are getting a “Couldn’t Load Plugin” error when trying to load some Flash Player content in the browser. Here’s how to fix the issue.

  1. Close out of Google Chrome and any applications that work with Chrome.
  2. Do one of the following actions:
    • Windows users, open File Manager and navigate to C:\Users\username\AppData\Local\Google\Chrome\User Data\
    • MacOS users, navigate to ~/Library/Application\ Support/Google/Chrome/
    • Linux users, navigate to /opt/google/chrome/
  3. Delete the “PepperFlash” folder.

Start Chrome again. It should now allow you to load Flash content.

    Since Flash version 76 and including version 77:
    Flash “download failed” message appears in Chrome and Flash does not work.
    Flash loads and works in Chromium.
    In Linux, neither Chrome nor Chromium have a ”PepperFlash” folder in /opt/google/chrome/
