This article addresses why a user may be missing all of their desktop icons and settings when they login to Windows. Windows may have created a new profile for the user because their current one is corrupted.

Check to see where the old profile data is. Most likely it is in the location:
C:\Documents and Settings\USERNAME

You may also find that there are more than one folders in this location such as:
C:\Documents and Settings\USERNAME.DOMAIN NAME
This is likely the location of the new profile Windows created because the old one is corrupted.

Most likely the C:\Documents and Settings\USERNAME profile is the corrupted one, but it should still contain the data.

You can copy the contents of this folder except for these 3 files:

Ntuser.dat
Ntuser.dat.log
Ntuser.ini

Copy the data from the corrupted profile to the new profile at C:\Documents and Settings\USERNAME.DOMAIN NAME and just have the user use his profile from this location.

You may want to clean things up a bit more than this though as the user may have several different corrupted profiles. You can use this link for a suggestion on how to do this.
