		<description>I'm trying to have my keyboard start with caps lock on and used the above registry change. No matter what I do the value 3 will not stick it keep change back to 2 no matter what I do. Using XP with ser pack 2 and logging on as admin. This seems like an easy fix but does not work for some reason.
