Set the Capslock, Numlock or Scroll Lock to be enabled or disabled at startup.

1. Go to Start and type Regedit. (Click RUN then type REGEDIT in XP)

2. Go to HKEY_CURRENT_USER\Control Panel\Keyboard

3. Open InitialKeyboardIndicators. Set the value to one of the following numbers

0 - All Keys off
1 - Caps Lock on
2 - Num Lock on

3 - Caps Lock and Num Lock on

4 - Scroll Lock on
5 - Caps Lock and Scroll Lock on
6 - Num Lock and Scroll Lock on
7 - Caps Lock, Num Lock, and Scroll Lock on

    I’m trying to have my keyboard start with caps lock on and used the above registry change. No matter what I do the value 3 will not stick it keep change back to 2 no matter what I do. Using XP with ser pack 2 and logging on as admin. This seems like an easy fix but does not work for some reason.
