If you wish to use development tools with your Samsung Galaxy S3 smartphone, you will need to enable USB Debugging on the device. Here’s how.
1. From the Home screen, select Apps.
2. Select Settings.
3. Choose Developer options. If this option is not available and you have Android 4.2 or higher, you may have to enable it with these steps.
4. Check the USB debugging, then select OK to enable it. Uncheck it to disable it.
You may also want to perform the following steps.
1. From the Home screen, select Apps.
2. Tap Settings.
3. Select Security.
4. Tap Disable debug mode to change the setting. Set it to On to disable debug mode. Set it to Off to enable debug mode.

Actually, Samsung do offer (only) the USB driver for download, if that’s all you want. Go here -

…click “Software”, and download “Device(Install),USB Driver (Software) (ver.v1.5.14.0)”.
Install KEIS then pull your hair out. Many hours, with help trying to get driver to work with Win 7. Hopeless. Likewise KEIS Air, marginal success.
However shutting off USB debug allowed me to move files using mass storage and Windows Explorer.

You will need to install Kies from Samsung in order to get the correct USB driver in so that the android device can be detected by ADB.
