USB Debugging needs to be enabled for certain applications to work or for use with the Android Developer Tools. Enable or disable this feature on the Verizon Samsung Fascinate smartphone.
1. From the Home screen, press Menu.
2. Choose Settings.
3. Tap Applications.
4. Tap Development.
5. Check USB Debugging to enable it. Uncheck it to disable it.

I still have a problem: When i connect the usb, it automatically tunds debug option ON , it only lets me turn it OFF when its not plugged to my PC , please help . :/
