The USB Debugging setting on the Motorola Droid RAZR smartphone enables the ability for the device to communicate with development tools via a USB connection. If you are using development apps with your Droid RAZR, you’ll want this setting turned on. If not, it’s a good idea to keep the setting off for security purposes.
1. From a Home screen, tap the application slider and select the Settings app icon.
2. Tap Applications.
3. Select Development.
4. Check the USB debugging setting to turn it on. Uncheck it to disable it.
