I ran into this installing directx 9 in xp. this is how fixed the problem:

    1. open a CMD.EXE (start>run>”cmd”) prompt and type:

    net stop cryptsvc
    ren %systemroot%\system32\catroot2 oldcatroot2
    net start cryptsvc

    2. Exit the CMD prompt and retry install/update

well none of the above worked for me. i have had this problem for past three years. i dont have the exact solution but i tried an alternative that worked. the trick is this..
    1. reinstall xp. dont install anything after that. not even system drivers.
    2. immediately install the software that experiences this problem before all other things. there wont be any pop ups and everything would work fine.

this is how i am cheating my system for more than 3 years.

I like the fact some of the posts are from THIS year!
lol, whenever I find things like this that haven’t
been commented on, I usually don’t follow the advice.
I did have problems with downloading itunes, I had
reinstalled my computer, and then wanted to reinstall
itunes and I got that same pop up. I read some stuff
about installing a driver that will fix that problem
so I did the windows update, and installed it, and
then itunes worked just fine. Now I’m trying to install
a webcam and it was giving me the same pop up but there
were no installers to fix it. didn’t even think of the Driver signing option! What a noob. Thanks a lot!! :)
